Kent County to administer Wyoming's CDBG funds and approves $2.7M FY26 action plan

The Kent County Finance and Infrastructure Committee on Wednesday recommended that the full Board of Commissioners accept $799,937.69 in Community Development Block Grant funds from the City of Wyoming and approved the county's FY26 Community Development Annual Action Plan, which carries $2,709,462.72 in anticipated HUD funding.
Staff said the City of Wyoming elected to discontinue its CDBG program and that Kent County Community Action will serve as the subrecipient to administer eligible CDBG activities. The $799,937.69 award includes $458,899 for FY26 and carryover and program income from prior years, and it will be used for housing, community development, public service, infrastructure and administrative activities that meet HUD national objectives.
"We run things pretty much the same," said Chad Kaufman, Kent County's community development program manager in the Community Action department, describing eligibility under HUD guidelines and saying the county targets low-to-moderate income individuals and households at 80% AMI or lower. Kaufman also noted grantees generally have just over seven years to spend CDBG carryover funds and that staff will prioritize spending the oldest dollars first.
The committee also recommended approval of the county's FY26 Community Development Annual Action Plan, the required annual grant application component for CDBG, HOME and ESG funding. The plan, which staff said is roughly 200 pages and was open for public comment for about six weeks, anticipates $1,659,939 in CDBG; $147,071 in ESG; and $872,452.72 in HOME funds for July 1, 2026 through June 30, 2027.
Commissioner Packla asked that the full plan be circulated to committee members before the Board meeting; staff said it would be forwarded and noted the document is posted on the Kent County Community Action webpage.
The committee moved and voted to recommend the Board accept the City of Wyoming funds and to approve the FY26 Action Plan. The measures will now proceed to the Board of Commissioners for final action.
