• Fee schedule — Adopted the 2026–27 city fee schedule with updates to assessing, building-code‑related fees, recreation program fees (to reflect higher minimum wage), and a 4% increase to water and sewer usage charges.
• TIF sharing agreement — Approved a captured‑assessed‑value sharing agreement with the Richmond Tax Increment Finance Authority to share 25% of the general fund capture for FY 2026–27; administration estimated this change would leave about $191,408 in the general fund versus the TIF fund.
• Ordinance 156‑36 — Second reading and adoption of an amendment to section 18.02 (site plan review) to adjust administrative review of temporary special events and similar uses on private property.
• EMS contract — Authorized a five‑year contract with Richmond‑Lenox EMS (July 1, 2026–June 30, 2031).
• Special events — Approved a Richmond Band Boosters across‑the‑road banner and temporary signage for the pumpkin craft/vendor sale (Oct. 3–4) and approved Overflow Cafe’s request to use Festival Field for a worship night on July 18, 2026 (alternate date in August); staff to coordinate logistics and signage placement.
• Equipment purchase — Authorized purchase of a Case SR210 B skid steer for DPW in the amount of $68,723.36 from Southeastern Equipment Company (charged to DPW equipment replacement fund) to support wastewater plant operations.
• Board appointments — Confirmed mayoral and council reappointments to multiple boards and commissions, including Eric Gordon (EDC, term to July 1, 2032), Teresa Maniaci and Richard Weinert (Planning Commission, terms to June 30, 2029), Matthew Ball, Dennis LaFleur and Nick Yellin (TIFA, terms to June 30, 2030), and Susan Keel, Denise Robson and Alana Stump (Library Board, terms to June 30, 2028).
• Labor agreement — Approved a tentative agreement with the Police Officers Labor Council (POLC) covering communications officers (signed April 22, 2026); council called the agreement fair and approved it.
