The Richmond City Council on Monday adopted the fiscal year 2026–27 budget and a 2026–2032 capital outlay plan, approving a total city budget of about $15.65 million and a $6.1 million general fund.
City Manager John presented the budget to the council, saying the proposal includes a proposed tax levy of 15.3302 mills and a 0.8‑mill set‑aside earmarked for street improvements. The budget also incorporates a 1% administrative fee for tax collection and retains a flat trash‑collection charge of $241.88.
The council opened a public hearing on the proposed budget but heard no public comment and closed the hearing after roughly one minute. Council members said they had reviewed the budget in four workshops held in April, May and June and described this year’s package as involving modest cuts, largely to discretionary “wants” rather than core services.
The adopted resolution (Resolution 2026‑11) also directs preparation of the tax roll and the collection of taxes and carries the accompanying capital outlay program through 2032. No vote tally with individual names was read into the record; the motion to adopt passed by voice vote.
The council’s action completes the city’s adoption of the main operating plan for the coming fiscal year; the budget item had been noticed for public hearing and also remains available for review through the city administration.
