KernCoG posts draft 2026 Regional Transportation Plan; public comments due July 2

Ben Raymond, regional planner with the Kern Council of Governments (KernCoG), told the Board the draft 2026 Regional Transportation Plan (RTP), associated draft Environmental Impact Report and short-range program of projects are available for public review and comment through July 2, 2026.
Raymond said KernCoG collected input from more than 10,500 residents during a four-year outreach process and is planning about $14 billion in transportation investments over a 20-plus year horizon. He identified roughly $5 billion in funding for road maintenance and highlighted projects that include widening on State Route 99 north of Bakersfield and truck-climbing lanes on State Route 58 near State Route 223.
Abby Power of Leadership Council for Justice and Accountability urged the board to support residents of Fuller Acres, Shirley Lane and Athol Mutual Water Company in requesting that KernCoG add complete-streets projects (sidewalks and safety features) to the RTP and to explore financing mechanisms to pay for such local improvements. Power said affected residents will file comments with KernCoG.
Raymond directed board members and the public to project materials and the draft RTP at kerncog.org and encouraged written comments before the July 2 deadline.
