CCRPC staff and basin service providers update committee; Lamoille basin plan revision begins

Karen Bates of the Vermont Department of Environmental Conservation opened the basin-planning portion of the meeting with an overview of the five-year update to the Lamoille Tactical Basin Plan, which the DEC expects to finalize in 2026. Bates highlighted water-quality impairments including mercury and sediment in the Lamoille River and specific concerns at Arrowhead Lake, and asked committee members to help distribute a public survey and informational one-pager.
Dan Albrecht gave the Basin 5 update, saying partners wrapped up several projects including a Wolcott natural-area stream restoration and that a large condominium HOA stormwater pond in Burlington was identified as a 30 kg phosphorus retrofit priority.
Dean Pierce summarized Basin 7 activity: a recent round produced five applications totaling about $230,000 and approximately 30 kg of phosphorus; four of the five applications were approved. Pierce also noted a leadership transition in Basin 7 and that no projects have been formally adopted by the basin council yet.
Lincoln Frasca said Basin 8’s BWQC is fully staffed and listed tree planting and larger floodplain projects under development across Shelburne, South Burlington and Hinesburg, and mentioned collaboration with a UVM class to bring forest roads up to standards.
RPC and municipal staff provided a brief overview of FY26 UPWP water-quality projects, including Williston stormwater inspections, Colchester East Lakeshore Drive sidewalk and stormwater study, Essex and Winooski stormwater inspections, South Burlington culvert assessment, the Huntington River stabilization project and the Rt. 116 Patrick Brook culvert assessment.
No formal policy decisions were made during these updates beyond approving the Oct. 7, 2025 minutes earlier in the meeting. The committee did not set a firm next meeting date; the record lists the next meeting as TBD and the meeting adjourned at approximately 12:14 p.m.
