Union City Council approves emergency sinkhole, stormwater pipe repairs totaling up to $20,500

Union City Borough Council voted July 9 to authorize emergency repairs after contractors found a collapsed section of older galvanized storm pipe and a separate sinkhole in a municipal parking lot.
Streets Supervisor Bob Phillips told the council a camera inspection from East High Street showed “the first 50 feet was cement pipe in good condition. After that it had been galvanized pipe for approximately 90–100 feet that the bottom was gone. The camera fell into that and couldn’t be retrieved.” Mansfield provided a quote of $14,500 to replace the failed galvanized section with plastic pipe, Phillips said.
Councilor Steadman moved to approve Mansfield’s $14,500 repair estimate; Councilor Kerns seconded and the motion carried unanimously. A second motion authorized Mansfield to open and clean the hole in Municipal Lot #1, with spending capped at $6,000 pending a price check with McLallen Construction; that motion also carried unanimously.
Borough officials said the Bentley Run streambank stabilization work was completed but a subsequent rainstorm washed out topsoil and grass seed and will be replaced. The approvals aim to address urgent safety and access risks posed by the sinkholes and collapsed pipe sections, borough staff said.
Work approvals include instructions to seek a competitive quote for the municipal‑lot work before proceeding; council minutes did not specify an exact start date for the pipe replacement.
