Peoria OKs sale of 10.4-acre parcel to APS and easements for future substation in Innovation Core 2

The Peoria City Council approved two resolutions on June 16, 2026, authorizing the sale of about 10.4 acres near 96th Avenue and the CAP canal to Arizona Public Service Company (APS) and granting easements for power lines to serve a planned APS substation.

Jack Situ, director of development engineering, told council the parcel sits in Peoria Innovation Core 2 (Core 2) and is intended as the location for a future APS innovation substation. Situ reviewed the parcel's background: the city acquired large tracts following a state land auction in 2025, negotiated development agreements for nearby parcels with Amcor and Opus, and coordinated early with APS on a site that would service Core 2 and surrounding growth.

"Both the sale of this parcel and the easements are critical infrastructure components for the future growth and expansion of not only Core 2 but the overall site," Situ said.

Councilor Bulock, whose district includes the parcel, told colleagues he met with APS and city staff and expressed confidence in the project after technical briefings. Council moved and seconded adoption of resolution 2026-96 (purchase and sale) and resolution 2026-97 (easement authorization); the clerk recorded the motions as passing 7-0.

Staff said the sale and easement conveyance are intended to support early-phase power delivery for an industrial/employment node in Core 2; details on purchase price and closing dates were not stated in the recorded presentation.

The council approved the resolutions and directed staff to finalize the sale documents and easements for execution.
