Ellie Seagull, CEO of Long View Strategic, said Jersey Meds operates a high-volume retail store in Pennington and holds a Class 5 retail license. She said regulated operations use seed‑to‑sale tracking, child‑resistant packaging and carding at the door and at the point of sale. "These operations are similar to a jewelry store or a medical office," Seagull said, describing camera systems, order‑tracking software and requirements that only adults 21 and older may be served.
The Jersey Meds team outlined anticipated hours, security and operational controls. Karan Lalchandani, the Pennington store manager, said the Pennington location operates seven days a week from 10 a.m. to 8 p.m., uses unarmed security at the door, verifies IDs at check‑in and again at the register, and maintains a camera system that the CRC can access if required. The presenters noted state limits on sale quantities (one ounce of flower per 24 hours, with equivalent limits across product types) and emphasized a pre‑order/pickup workflow to minimize on‑site dwell time.
Seagull presented conservative revenue projections and told the committee Jersey Meds estimates municipality receipts could range widely depending on performance; the materials provided to the committee projected municipal tax receipts to grow over time and suggested a potential municipal‑tax revenue range the team characterized as $75,000–$200,000 under certain scenarios. The presenters said Jersey Meds would welcome a zoning or RFP process to select an appropriate location rather than an uncapped resolution of support.
Township officials did not act on the proposal at the meeting; members asked operational and public‑safety questions and heard commitments to voluntary police access to cameras and robust track‑and‑trace controls. Milstone remains officially opted out of retail cannabis; any change would require a formal municipal opt‑in process and possible zoning or procurement steps.
