Temple City praises quick storm response; council asks staff to study chronic Frier Street flooding and storage-pod rules

City Manager Brian Cook told the Temple City Council on Jan. 6 that city staff and county partners quickly addressed a flooded underpass on RoseMe following recent storms and that there were no injuries.
"You may have seen an Instagram post of the underpass at RoseMe being flooded, but with our county partners and our staff, that was remedied very quickly," Cook said, adding that debris was heavy but the response prevented injuries.
Council members praised staff for storm preparation and response and noted heavier regional damage elsewhere. During council reports, members asked staff to take a fresh look at chronic flooding on Frier Street near Clemenson School, where water sometimes rises above the curb. A council member described the recurring condition as more than ponding and said it can be “more like what a river ran through it.”
Council asked staff and the city engineer to re-evaluate mitigation options for chronically flooded locations — including whether pump systems or other measures used at underpasses would be feasible — and to report back with options. City Manager Cook said staff and the city engineer would review possible mitigation measures.
Separately, a council member asked how long portable storage pods may remain in residential driveways. Cook committed to consulting municipal code and reporting back: “I can look that up tomorrow, consult with staff and look at the code and get back to the council.”
City Attorney Greg Murphy said he will research recent e-bicycle laws and present a briefing at the next council meeting to clarify what changes, if any, apply to Temple City.
The meeting concluded with no votes tied to these operational items; the council directed staff to return with recommendations and clarifications at a future meeting.
