The Temple City City Council introduced an ordinance on Nov. 18 to amend Title 7 of the municipal code to adopt by reference the 2025 California building, residential, electrical, mechanical, plumbing, energy, historical building and green building standards, with certain local amendments.
Brian explained that adoption by reference follows a different Government Code process from typical ordinance adoption and that the council would receive the full report and hold the public hearing on Dec. 2. "This ordinance is different than most ordinances we adopt... when we adopt an ordinance by reference there's a different process in the Government Code," Brian said.
Council asked procedural questions about first reading by title only and confirmed the Dec. 2 public hearing date. Following a motion to introduce the ordinance for first reading and to set the Dec. 2 public hearing, the council approved the procedural action by unanimous roll call.
Next steps: staff will return on Dec. 2 with the full report and the public hearing will provide the opportunity for public comment before a second reading and final adoption vote.
