City attorney: Senate Bill 707 will require translated agendas and broader remote access for Temple City

City Attorney Greg briefed the Temple City Council on Senate Bill 707 on Nov. 5, saying the measure modifies Brown Act rules for remote attendance and will require the city to provide translated agendas for council meetings.
"Senate Bill 707 which made some changes to the Brown Act ... the second major change that will affect Temple City will be the requirement to translate the agenda," Greg said, adding that he attended a lengthy webinar and would work with the city clerk to present details to the council. He said some changes take effect Jan. 1 and a second slate on July 1.
Greg told members he would bring a December agenda item outlining what will change and how staff recommends implementing the new translation and remote-access requirements. He said the bill also expands the capacity for remote public attendance.
The briefing did not include a timeline for the city’s translation process or an estimate of associated costs; Greg said he would work with the clerk and return with specifics. Council members did not take action at the Nov. 5 meeting; the attorney indicated a follow-up presentation will appear on a December agenda.
The council’s next procedural step is for staff to present recommended administrative changes and any resource implications to the body in December, with statutory phases noted for Jan. 1 and July 1.
