Washington County honors Faith Mission; MOU on vehicle use tabled after insurance, fuel questions

Washington County Commissioners Court on June 16 read a proclamation recognizing Faith Mission and Health Center, Inc. for more than 40 years of emergency assistance and community support, and the court approved a related amendment to the county’s disaster recovery fund administration agreement.
Faith Mission representatives described ongoing disaster planning and volunteer coordination in the face of recent regional flood designations and invited county leaders to visit the organization’s facilities. The court moved to recognize the nonprofit’s long service; the voice motion carried.
Separately, the court reviewed an updated memorandum of understanding that would allow Faith Mission staff or volunteers to use county vehicles for emergency services. Several commissioners pressed staff for operational details the draft did not spell out, including whether drivers who are not county employees would be covered under county insurance, whether the nonprofit’s drivers would be subject to post‑accident drug testing consistent with county policy, who would be authorized to operate county vehicles, and which department would be charged for fuel and maintenance.
Because those questions were not answered in the version before the court, a commissioner moved to table the updated MOU so staff could return with clarified language and procedures. The motion to table carried on a voice vote.
The court did, however, approve a separate first amendment to a memorandum of understanding between Washington County and the bank/health center referenced in the agenda to administer donated disaster recovery funds; the amendment was described in the meeting as limited to donated funds and it passed on voice vote.
What remains: the Faith Mission vehicle‑use language is tabled pending staff follow‑up on insurance, authorization and fuel/maintenance arrangements. The court will revisit the item after those operational points are documented.
