Votes at a glance: Millville approves budget, CDBG plan, I-Bank and Water Bank applications and several routine resolutions

At its June 16 meeting the Millville City Commission recorded a series of roll-call decisions: the 2026 municipal budget was adopted 4–1; the FY2026 Community Development Block Grant (CDBG) annual action plan was approved; and multiple infrastructure financing and procurement resolutions advanced.
Key outcomes:
- Budget adoption (motion to adopt municipal budget): passed on roll call with four yes votes and one no (Commissioner Renello). The clerk said the budget had received state approval the same afternoon; the commission read the budget by title only before the public hearing and vote.
- CDBG FY2026 annual action plan: approved. The plan includes $284,000 in entitlement CDBG funds plus $108,000 from the Vineland-Millville home consortium. Allocations cited in the presentation: $153,000 for housing rehabilitation (estimated to assist about eight low-income households), $38,999 for public services, and $40,000 for targeted code enforcement in center-city areas.
- I-Bank and Water Bank filings: the commission authorized filing a loan application to the New Jersey DEP and the I-Bank to finance purchase of a jet vac truck and a street sweeper; the commission also authorized an application to the New Jersey Water Bank for planning and design financing of a new water-supply well and a water-storage tank. Both resolutions passed unanimously.
- Professional engineering contract (Remington & Vernick): the commission approved a non-fair-and-open award for engineering services tied to I-Bank-funded projects. Officials described the award as a not-to-exceed professional services arrangement justified by the firm’s project-specific expertise. The motion passed with one no vote (Commissioner Renello expressed concern about the need for an additional special projects engineer).
- Other routine resolutions: tax and utility adjustments, issuance of duplicate tax sale certificates, authorizations for water/sewer terminations, shared-services agreements with Cumberland County Sheriff's Office, and approvals for alcoholic beverage license renewals were all approved on roll calls (unanimous where recorded).
Several items on the agenda—ordinance amendments to sewer and water code and first-reading items such as a coin-drop application for Lawrence Township EMS—also moved forward after public hearings or introductions.
