Sparta aldermen adopt FY 2026-27 revenue and appropriation ordinances, approve contracts and several hires

On second and final reading the board adopted Ordinance 26-100 (general revenue for FY 2026-2027) and Ordinance 26-1001 (annual appropriations for city departments for FY 2026-2027). The board also approved Ordinance 26-1002, an amendment to the FY25-26 operating budget. Each ordinance was adopted following motions and roll-call votes recorded by the clerk.
The board approved property tax assessment changes (cases 24-564 and 25-565) as presented by the assessor, then authorized several procurement awards: low bids for chemicals for the water and wastewater treatment plants and low bids for rock and gravel for the coming fiscal year. The council also approved a $70,000 contract with Patterson Dwyer engineers for design of distribution circuit upgrades.
On personnel matters the board approved the promotion of Devon Moore to sergeant (pay grade 5 A-2), effective following the resignation of Andrew Corso. The board also approved hiring two patrol officers, Spencer Boer and Sean Johannes, to fill patrol vacancies; staff noted recent departures to other employers and discussed pay competition as a factor in recruitment. The council approved several hires and promotions in the street and trades crews to replace employees who resigned or were promoted.
During department reports, staff reminded the board that the budget ordinance previously adopted includes funding to begin a comprehensive pay study in July to benchmark job descriptions and pay scales; the study will inform future compensation adjustments.
The meeting concluded with a brief community announcement about the Blount County women's conference on July 30 featuring Tonya Tindle as a guest speaker, and then adjourned.
