Councilmember Martineau summarized a multi-party meeting with Enumclaw Police Department, event-planning staff, Public Works and the Chamber of Commerce. Martineau said parades have grown and that the city must protect participants and spectators; the request asked for $15,000 per parade including approximately $8,000 for temporary barricade rentals and the remainder for staffing and staging needs.
Parks and event staff explained initial vendor quotes estimated about 16,000 for barricade rentals but that a government-pricing contract reduced that cost roughly in half. Staff also outlined logistical constraints: deploying thousands of linear feet of panels would require multi-day staging, staffing for setup/takedown and potential parking impacts for downtown businesses. Staff recommended renting as a trial to gather operational experience before considering a permanent purchase.
Councilmember (unnamed in roll call) moved to amend the original two-parade $30,000 request to an up-to-$15,000 appropriation for the July 4 parade on a trial basis; Councilmember (second) seconded the amendment. The amendment passed by voice vote, and the final motion passed with a recorded outcome of 5–1 in favor. Administration, police and the Chamber will determine the specific mix of barricades and staffing to deploy under the $15,000 authorization.
Council asked staff to prioritize logistics that minimize downtown parking disruption and to return with a post-trial assessment to guide the December holiday parade and future planning.
