Larson noted the amendment implements elements of the city's 2024 comprehensive plan and that the Planning Commission held a public hearing on April 23, 2026 and recommended approval. Staff recommended the council close the hearing, give first reading and direct any follow-up questions to staff. Mayor opened the hearing for public input; no public speakers were recorded on the transcript before the hearing was closed.
Council discussion focused on consistency, definitions, and the staff-provided findings and conclusion in the packet. No adoption vote was taken on May 26; the ordinance moves forward for further council consideration.
