Council approves $17,112 emergency HVAC replacement for historic Stone Mountain depot

City staff told the Stone Mountain City Council that the heating, ventilation and air-conditioning system at the historic depot had failed during preparations for a public exhibit and on-site deliveries, risking mold and unsafe high temperatures for upcoming events.
Facilities staff recommended purchasing a new 5-ton HVAC unit and installing it immediately at a cost of $17,112. Staff said the city would initially pay from capital outlay and then submit full documentation to the applicable energy-efficiency grant program for reimbursement; staff indicated the grant program accepts submissions through Sept. 30 and confirmed prior contractor work made the project eligible.
"We would initially pay for this out of capital outlay buildings and then reimburse the same funding," the presenter said, noting the vendor (Legacy Mechanical) could begin installation and complete work by the event date. Council members asked about reimbursement timelines and whether the unit would serve both sides of the depot; staff said the quoted unit would serve one side and that a second unit would be needed to serve the other hall.
A motion to approve the recommended purchase and to submit the expenditure for grant reimbursement passed unanimously. Staff said the replacement will include a one-year parts warranty and a five-year compressor warranty and that the installer would remove and dispose of the existing system and associated refrigerant.
