Orrville council authorizes land purchase due diligence and raises firefighter on-call stipend

On March 16, 2026 the Orrville City Council adopted two emergency resolutions in new business that advance economic development and adjust firefighter pay policy.
Resolution 8-26 authorizes the Board of Control to enter into contracts for the purchase of approximately 138.29 acres from ELREN Farms, LLC (Baughman Township) and about 3.987 acres from Renner Development Company Ltd. in the City of Orrville, contingent on financing, survey results and due diligence. Mayor Plybon told council multiple executive sessions had been held and that final financial terms will be presented at the next meeting; the resolution allows staff to begin due diligence and contract negotiations subject to contingencies.
Resolution 7-26 raises the on-call stipend for members of the Orrville Fire Department from a $25 per-shift payment to $40 per shift for the 5 p.m. to 5 a.m. on-call period. Council adopted the resolution as an emergency after Squirrell moved to suspend the three-reading rule and Lax seconded; the council recorded the vote as "Ayes all." The stipend increase is intended to incentivize firefighters to sign up for on-call shifts under current staffing policies.
Both resolutions were adopted under emergency procedures at the March 16 meeting; council members said they expect to present detailed financial packages and survey results related to the land acquisition at a subsequent meeting.
