Orrville approves 25-year solar and 15-year natural-gas power purchase agreements

Orrville's City Council on April 6 approved two power-purchase agreements to add generation to the city's energy portfolio. Resolution 9-26 authorizes a 25-year agreement to purchase 4 megawatts of energy from the planned Bright Mountain Solar project; the city will buy energy only and hold no ownership stake. Resolution 10-26 authorizes a 15-year purchase arrangement for 2.4 megawatts of natural-gas-generated energy from the Potomac Energy Center.
Council and staff said the two agreements together will amount to approximately 5% of the city's energy purchases. The Bright Mountain Solar contract was presented as a fixed-price 25-year PPA; the Potomac Energy Center contract was described as fixed-price natural gas generation that staff estimated would produce roughly $100,000 in annual savings compared with current procurement.
Both items were presented with handout graphs and adopted as emergencies after the council suspended the three-reading rule because vendor deadlines required prompt action. The agreements were authorized through American Municipal Power.
