Orrville council advances Resolution 4-26 to second reading; reviews emergency appropriation resolution

Orrville City Council met in special session on March 9, 2026. Council Member Carr called the meeting to order and the council conducted a roll call; Council Members Aspiras, Davies, Carr and Squirrell were present, and President Paul Vance, Handwerk, Lax and Mace were excused.
Council Member Squirrell moved that Resolution 4-26 be placed on second reading; Council Member Carr seconded. The minutes record a roll-call vote of ‘‘all ayes’’ and state the motion carried, advancing the measure to the council’s next formal reading.
The council also recorded Resolution 5-24, described in the minutes as “A Resolution to make appropriations for current expenses and other expenditures of the City of Orrville, State of Ohio, during the fiscal year ending December 31, 2024, and declaring an emergency.” The minutes state “Discussion: None.” The transcript of this special meeting does not record a motion or vote on Resolution 5-24.
Council Member Carr moved to adjourn the special meeting; Council Member Davies seconded. The minutes again record a unanimous roll-call vote and show the motion carried. The record notes a budget workshop immediately followed the special meeting.
