The resolution was passed as an emergency measure.
Councilor Squirrell moved to suspend the three-reading rule; Councilor Davies seconded and the suspension passed. Squirrell then moved that Resolution 2-26 be adopted as read; Lax seconded and the council voted "ayes all; motion carried."
