The Norway City Council approved two planning contracts intended to update the city’s parks and overall master plan.
Eric of QPAD described the parks-plan update as a necessary five‑year document required to pursue certain grant programs and recommended combining the parks survey with the broader master-plan outreach to avoid duplicative public surveys. He explained that legal notifications to nearby entities are required before master-plan work begins and suggested a joint meeting of the recreation board and planning commission to review survey materials.
Council approved a parks-and-recreation master-plan contract with the Central Upper Peninsula Development Regional Commission/QPAD for a price not to exceed $10,600. A second motion approved a new city master-plan contract with CUPAD for up to $26,160. Members discussed timeline risks (e.g., quorum or scheduling delays) and the need for clear specifications to avoid problems experienced in other communities; one presenter noted that prior rezoning efforts in some places had been delayed or held for legal reasons.
Both contracts were approved by the members present. Staff said the parks outreach could be promoted later in the year (for example via a December tax bill flyer) and that the parks survey and master-plan outreach could be combined to increase response rates.
