Franklin County Legislature approves series of routine budget, staffing, grant and service resolutions in February meetings

The Franklin County Legislature adopted a range of administrative, budgetary and programmatic resolutions during its Feb. 7 and Feb. 21, 2019 meetings, covering fund appropriations, personnel actions, intergovernmental agreements, and community program funding.
Key items approved included: amending the 2018 budget to appropriate $38,250 in Traffic Diversion Program funds and distributing $19,125 to local justice courts; creating Social Services positions (Social Welfare Examiner and Social Welfare Employment Coordinator); advancing the County Route 28 (Town Line Road) over Trout River project and appropriating $130,000 for preliminary engineering; accepting a $50,000 FY2017 Cyber Security grant (one abstention recorded — Legislator Dumas); establishing budget lines and administration agreements for a county solar project; contracting with St. Joseph's Rehabilitation DBA Family Unity for emergency housing; authorizing shared transportation services with Chateaugay Central School; and allocating unspent CDBG funds to local adult centers for equipment and vehicle purchases.
Other actions included accepting reimbursements to the Sheriff's Department for Special Patrol Officers, authorizing payment of certain 2018 bills from 2019 funds, creating a Worker's Compensation Labor-Management Safety Committee with appointments, and approving retention incentive programs for home health aides and contracted therapists in Public Health Services. The Legislature also appointed Brandon John Varin to fill the Democratic Commissioner of Elections vacancy effective March 1, 2019 at an annual salary of $52,645.
Most resolutions passed unanimously; the transcript records abstentions by Legislator Dumas on two resolutions (acceptance of the FY2017 Cyber Security grant and the Microenterprise grant administration agreement) and an abstention by Legislator Sherwin on committee appointments to the Worker's Compensation committee.
