At its November sessions the Franklin County Legislature approved multiple staffing and appointment measures affecting county administration.
The Legislature created a full‑time Clerk to the County Board of Legislators position (Management A, salary $50,000), appointed Penny A. Premo to that role effective Dec. 30, 2018, and abolished the incumbent part‑time position effective Dec. 22, 2018 (Resolution No. 284). The Legislature also created a full‑time Secretary to the County Legislature position (Management B, salary $35,000) to allow overlap training with the current Secretary and appointed Christy A. LaBelle effective Jan. 2, 2019; the existing secretary will retire on June 29, 2019 and that part‑time position will be abolished upon retirement (Resolution No. 286).
The Legislature reappointed Donna Kissane as County Manager (Category A) for a term beginning Feb. 2, 2019 and expiring Feb. 1, 2024; minutes state that her 2019 salary will reach the maximum identified in Resolution No. 18 (2015) and follow the county non‑union salary policy (Resolution No. 285).
