Franklin County Legislature elects 2019 leadership, adopts rules of procedure

The Franklin County Legislature elected Donald Dabiew as chairman for 2019 and Gregory Janisewski as vice chairman during its organization meeting on Jan. 8, 2019, Clerk Penny A. Premo announced. Paul Lauzon was selected as Majority Leader and Paul A. Maroun as Minority Leader.
The new chairman outlined priorities for the year, saying he wanted to "work on the St. Regis Mohawk land claim, work with towns to upgrade county roads, control costs, upgrade buildings, [and] increase broadband areas." The remarks were given after Dabiew was declared Permanent Chairman for the year.
The body unanimously adopted Resolution No. 1, the Standing Rules of the Franklin County Legislature for 2019. The rules set quorum requirements; establish regular meetings for the first and third Thursday of each month at 11:30 A.M. in the Legislative Chambers; define committee structure and jurisdictions (Administrative, Economic Development, Public Works & Services, Finance, Human Resources and Public Safety); set procedures for presenting and amending resolutions; and require that resolutions or motions to be acted on at regular meetings be presented to the Clerk by noon the Friday before the meeting. The rules also specify a rotating roll-call procedure for votes and invoke Roberts Rules of Order where the written rules are silent.
The Legislature also designated newspapers for statutory notices: The Adirondack Daily Enterprise for Democratic notices and The Malone Telegram for Republican notices. The organization meeting concluded with the acceptance of the December minutes and adjournment at 11:41 A.M.
The adoption of the rules provides a procedural framework for the year's business, clarifying timelines for submissions, committee referrals and voting procedures that will govern how the board processes budget, personnel and land-use matters in 2019.
