Votes at a glance: Franklin County Legislature approves grants, budget amendments, leases and transportation project funding

The Franklin County Legislature approved a bundle of routine but substantive measures across its Sept. 5 and Sept. 19 sessions, including grant acceptances, contracts, budget amendments and authorizations to advance federally aided transportation projects.
Key grant and contract approvals recorded in the minutes include: a $69,980 New York State Division of Homeland Security grant for Emergency Services (2019 SHSP/SLETPP; equipment $49,980 and $20,000 for personal services) (RES 244); a $61,110 Aid to Localities and Capital Project Grant for the Board of Elections to purchase electronic poll books and ballot-on-demand equipment for early voting (RES 247); a $23,842 FEMA Emergency Management Performance Grant (EMPG) for emergency management staffing (RES 253); a $50,000 FY2018 Cyber Security Grant accepted by Information Services (RES 265); and a $200,000 Microenterprise grant to the Industrial Development Agency (RES 266).
The Legislature also authorized contracts and procurement steps including an authorization to contract with Northern New York Dairy Sales for auction services (RES 242) and an agreement with the Community Health Center of the North Country to provide STD testing services for county residents with listed per‑individual fees (STD Clinical $250; HIV testing $55; positive HIV & PN $70) (RES 246). A one‑year courthouse lease of 949 sq. ft. for the County Industrial Development Agency at $1 per year and $100 per month services fee was approved (RES 243).
On infrastructure, the board authorized advancing the Malone Sidewalk project (PIN 780663) and appropriated $180,000 of county funds as the county’s share for final design and ROW work (RES 264). It also approved advancing the County Route 16 (Bacon Road) bridge project over Little Salmon River (PIN 7753.90), appropriating $162,000 with a $32,400 local share (RES 269). CHIPS budget lines were adjusted to reallocate funds across county routes (RES 261).
Personnel and administrative housekeeping items included authorizations to create and fill a Clerk position in the Public Defender's office (RES 263), amendments to Assistant Public Defender positions and salaries, and reappointment of members to the Youth Advisory Board (RES 245). The minutes record motions, roll-call results where required, and authorization for the County Manager and Department Heads to execute contracts upon county attorney review where indicated.
Most items were adopted unanimously; a small number of votes recorded abstentions (notably RES 249 and RES 270). The minutes show no recorded public testimony opposing these measures.
