Franklin County Legislature adopts batch of resolutions on grants, contracts, appointments and infrastructure

Key actions included: unanimous adoption of an amended FY2018 cyber-security grant budget ($50,000 revenue with $10,000 for computer equipment and $40,000 for software); multiple CHIPS transfers and a reallocation of $85,000 into a road machinery/wood chipper line; and authorization of a $4,200 change order for the Lake Kushaqua Dam project that brings the total project cost to $215,200 to replace worn, custom-made adjustment rods and bearings with standardized parts.
The Legislature authorized the county sheriff to accept a $30,899 SCAAP grant and to pay Justice Benefits, Inc. a 22% commission for services under contract; it also authorized acceptance of a $1,002.53 Bulletproof Vest Partnership award for Probation (reimbursement up to 50%) and $3,357.47 in Governor's Traffic Safety Committee funds for ignition-interlock monitoring. The board approved moving $60,311 in solar-related revenue into an electricity appropriation line.
Personnel actions included creating a per-diem Director of Weights & Measures position (up to six months at $35/hour), appointing Nathan Cox and Chris Czadzeck to Community Services Board seats, provisionally appointing Derrick Degon as Director of Weights & Measures at a $44,000 2019 salary (permanent appointment contingent on civil-service reachability), and increasing a contract for Registered Dietician Lisa Keyes by $2,800 to meet state-required hours.
Economic development and facilities actions included authorizing the County Manager to enter into an agreement with the New York Power Authority to host and install a fast electric-vehicle charging station on county property; NYPA will cover installation costs and the county will maintain common areas and coordinate parking-lot maintenance.
