Franklin County Legislature opposes New York's proposed license-plate exchange fees

The Franklin County Legislature unanimously adopted a resolution at its Oct. 2 meeting opposing fees tied to New York State's proposed mandatory license-plate exchange program.
The resolution notes Gov. Andrew Cuomo's plan would require motor-vehicle owners whose plates are at least 10 years old to obtain new plates at their own cost, citing a $25 fee for new plates and an additional $20 fee to retain the same plate number. The county resolution states the program is expected to generate more than $75 million for the state and calls on the state to absorb the production cost "if New York State wants to replace defective plates that they produced and issued."
The clerk was directed to send certified copies of the resolution to Gov. Andrew Cuomo, Senator Elizabeth O'C. Little, Assemblyman Billy Jones and Mark Schroeder, Commissioner of the New York State Department of Motor Vehicles.
The resolution was offered by the Administrative Committee and adopted unanimously. No implementation steps or county-level fees were authorized; the action is a formal expression of the Legislature's opposition to the proposed state policy.
