Franklin County accepts multiple grants: FEMA mitigation, Byrne JAG, STOP-DWI, HEAP and lead funding

Franklin County officials authorized acceptance of a series of state and federal grants and program funds across November meetings.
Public Safety accepted a $65,000 award under FEMA's FY 2018 Pre-Disaster Mitigation Competitive grant (PDMC) via the New York State Division of Homeland Security and Emergency Services to support an update of the county's Multi-Jurisdictional Hazard Mitigation Plan. The Emergency Preparedness/Fire Coordinator brought the award to the Public Safety Committee and the Legislature authorized acceptance and budget appropriations.
The District Attorney reported a $15,000 Byrne Jag Award to supplement the Drug Task Force; the Legislature authorized acceptance and related 2019 budget amendments. Separately, the STOP-DWI Coordinator advised the Legislature of a $15,000 STOP-DWI Crackdown Enforcement Award to fund enforcement events across the county; the award was accepted and budget lines adjusted.
Social Services advised the Legislature of a $41,000 allocation for locally issued HEAP benefits for the 2019-2020 season; the county will distribute those funds directly to qualifying residents (100% reimbursable to the county) and amend the budget accordingly. Public Health Services reported a renewal of the Lead Grant for $21,414 (Oct. 1, 2019 Sept. 30, 2020), with grant salary/fringe to be paid from existing grant funds, and authorization to roll over unspent funds into 2020.
The Legislature authorized acceptance and the necessary 2019 budget amendments for each award. Where required, the County Manager or program directors were authorized to execute agreements upon review by the County Attorney.
