Franklin County approves 2020 contracts and transit subsidies aimed at seniors

The Human Resources Committee presented Resolution No. 338 authorizing the County Manager and the Director of the Office for the Aging to enter into contracts with multiple adult centers for nutrition programs, home‑delivered meals, congregate meals and senior services for the period Jan. 1–Dec. 31, 2020. The resolution lists provider payments by center: Malone Adult Center — $166,400; Burke — $85,600; Brushton — $92,400; Saranac Lake — $89,200; Adirondack — $94,100; Constable — $20,250; St. Regis Falls — $82,200; Fort Covington — $85,100. The Legislature recorded the motion as made by Legislator Andrea Dumas and seconded by Legislator Melinda Ellis; the resolution was adopted unanimously.
The body also adopted Resolution No. 339 to accept Title IIIB funding and contract with Franklin County Public Transportation to provide discounted rates for older residents for Jan. 1–Dec. 31, 2020 ($17,400). Resolution No. 340 authorized a state‑funded transportation subsidy for April 1, 2020–March 31, 2021 ($5,600). Both measures were recorded as adopted unanimously.
Why it matters: The contracts fund direct services (meals, outreach, health promotion, recreation and counseling) at county adult centers and subsidize transportation costs so older residents can access services and appointments.
Next steps: County staff are authorized to execute the listed contracts upon review by the County Attorney; one exhibit notes that certain Flexible Funds for Family Services (FFFS) lines are contingent on the state budget and that unused 2019 funds will roll into 2020 for interim coverage where indicated.
