Franklin County files tentative 2020 budget, sets Nov. 6 public hearings

Franklin County Manager Donna Kissane filed the county's tentative budget for 2020 with Clerk Penny A. Premo, the Franklin County Legislature reported at its Oct. 2 meeting. The filing triggered the Legislature to set public hearings for the proposed budget and a local law to override the property-tax levy limit.
At its Oct. 17 meeting, the Legislature adopted resolutions setting a public hearing on the tentative 2020 budget for Wednesday, Nov. 6, 2019 at 5:00 p.m. in the County Legislature chambers, with teleconference locations at the Village of Saranac Lake and the Village of Tupper Lake. The board also set a second public hearing that evening at 5:30 p.m. on a proposed local law that would authorize Franklin County to adopt a 2020 budget requiring a tax levy greater than the state's tax-levy limit.
The hearings give residents a chance to review the County Manager's tentative budget and comment before the Legislature considers final adoption. The notices specify that both hearings will be held in the courthouse chambers and that teleconference access will be available at the two off-site village locations.
No vote counts or budget-adoption motions were recorded at the Oct. 2 or Oct. 17 meetings; the actions taken were procedural (accepting the filing and scheduling hearings). The clerk confirmed that all members were present at the Oct. 2 meeting when the tentative budget was filed.
