Commission denies large Peturus rezoning after broad neighborhood opposition

Planning staff presented a rezoning request (Z265) for approximately 113 acres south of County Road 54 and west of County Road 49 in Planning District 15. Staff said the request was only partially consistent with the future land-use map and received a low score on the county scorecard.
Multiple residents and local professionals spoke in opposition. Gordon Baker and other neighbors warned of increased traffic on County Road 54 and Dixon Lane and estimated large daily trip increases if high-density development were allowed. Philip Owens, a long-time local developer, and others argued the area is agricultural in character, the county should direct denser development toward city centers, and two-lane rural roads could not safely absorb rapid, high-density growth.
Speakers also raised drainage and flood concerns related to development in the Fish River watershed and noted historic homes and large-lot character that rezoning to RSF-2 would change. Commissioners discussed the county master plan and scorecard results and emphasized that the map and scorecard are intended as guidance; after deliberation a motion to deny Z265 carried on a recorded voice vote.
The denial preserves the existing rural-agricultural designation. Staff and commissioners noted the area may see change over time, but they said spot rezoning without clear supporting infrastructure and studies is inappropriate at this time.
