Commission denies Sweetwater Investments rezoning after neighbors object

Jessica, speaking on behalf of the Radcliffe family that owns adjacent 70 acres, opposed the change. She told the commission the surrounding area was agricultural with large-lot character, argued the request was a speculative rezoning because no PRD or site plan accompanied it, and said the applicant had not provided a required traffic-impact study for District 39. She asked commissioners to deny the request.
Dwayne Smith of Anchor Engineering, representing the applicant, said the proposal was not speculative, described the planned density as approximately 1.2 lots per acre (below some RSF-1 metrics), and argued the project would not trigger traffic-study thresholds. After considering staff analysis, the applicant’s answer and public opposition, a commissioner moved to deny Z255 and the motion carried.
The denial preserves the current RSF-1 zoning and reflects commissioners’ caution about changing lot-size standards without a site plan or traffic analysis. Staff noted the case had received a middling score on the county scorecard but did not direct additional action beyond the denial.
