Middlebury board adopts additional appropriation and final bond resolution to fund facility and technology projects

At its June 16 meeting, the Middlebury Community Schools board held a public hearing on additional appropriations for bond proceeds and unanimously adopted both an additional appropriation resolution and a final bond resolution to fund a set of planned facility and technology projects.
Dr. Snyder explained that Indiana law requires a hearing before a school corporation can appropriate bond proceeds. Mr. Palmer summarized the projects proposed for the 2026 GEOB, saying the district is "looking at approximately $5.6 million for IT," which he said would fund classroom refreshes, Chromebooks and Promethean boards. He listed a roughly $1 million Heritage remodel focused on HVAC and air handling, a $2 million Northridge Middle School remodel for HVAC and classroom work, and a $1.2 million chiller replacement at Middlebury Elementary School. Additional line items include about $300,000 for LED lighting at Northridge High School, $300,000 for HVAC controls upgrades at several elementaries and roughly $200,000 (plus or minus) for site improvements such as roads and parking lots.
Mr. Hester told the board that, unlike tax-dollar appropriations, this additional appropriation of bond proceeds does not require pre-approval from the Department of Local Government Finance, but the district must submit the additional appropriation information to the DLGF within 15 days after adoption. Regarding the bond issuance, he said the final bond resolution "establishes the parameters such as the amount to be borrowed, the maximum term of repayment and the maximum interest rate" and approves continuing disclosure documents required for periodic reporting.
All motions to adopt the additional appropriation resolution and the final bond resolution passed unanimously (5–0). The board and staff said the approvals allow the district to proceed with project planning and procurement steps; staff will submit the required documentation to DLGF and proceed with vendor selection and contracting consistent with board policy and applicable law.
