Staff said the district prefers to avoid changing published handbooks mid-year because parents sign the handbook acknowledgment; altering rules after signatures could create ethical and legal concerns. The board discussed alternatives for programs that could operate outside the handbook (for example, a community outreach 'golden ticket' offering free admission to attendees age 65 and older), and staff said such a program could be run as a separate initiative rather than requiring immediate handbook changes.
Members also discussed logistics of family and student athletic passes and whether the district has the capacity to produce ID-style passes; staff said they have designs and tested ID printers for sample passes. After discussion, a motion to approve the FY27 handbooks passed by voice vote.
The board pulled the handbooks from consent for discussion before voting and agreed to revisit specific programs or language if needed later.
