City staff walked the council through a range of airport and adjacent business‑park projects, from design work to asphalt for expanded taxiways and potential construction of commercial hangars.
Troy Mingham said the airport master concept would expand taxiways to create more hangar space and spur industrial development, but cautioned the city may be asked to provide several million dollars for road/asphalt work: "3.1's not building anything but a road," he said, describing the $3.142 million local share shown in the draft CIP. Staff also identified smaller design and infrastructure asks (for fuel‑farm design and a $100,000 annual assistance budget for business‑park road work when tenants emerge).
Council members consistently expressed a preference for design work now and deferring major construction debt until the next debt cycle or until a new airport director has developed tenant commitments. The council asked staff to push design work and preliminary engineering forward so an incoming director can better assess demand at aviation conventions and secure commercial partners before the city commits large local funds.
Staff also flagged a possible federal grant match for other airport projects and said fuel‑system replacement and a potential re‑location of fuel islands warrant at least $100,000 in design study funds now.
