Mount Vernon council approves rezoning, mutual‑aid agreements and hotel redevelopment deal; approves $1.9M in vouchers

Key votes included approval of consolidated vouchers for accounts payable totaling $1,895,842.58 and an award of a public‑utilities backhoe to Diamond Equipment, Inc. for $152,300. The council approved rezoning for 1402 Veterans Memorial Drive (PIN 07‑31‑481‑025) from R‑2 to B‑2 (Ordinance #2026‑05) and rezoning for 1700 Warren Avenue and 1301‑1303 Salem Road from B‑2 to R‑1 (Ordinance #2026‑06). Council members voted 4–0 on these items (Council Members Gliosci, Moore, Tate and Mayor Lewis; Council Member Mike Young absent).
The council also approved intergovernmental agreements with Mt. Vernon City Schools District 80 and Mt. Vernon Township High School District 201 to support extension of the Rt. 15/I‑57 TIF district and then took first readings on N. 42nd Street TIF ordinances (redevelopment plan, designation and adopting TIF) — the latter items were presented as FIRST READING ONLY.
On redevelopment, council approved a redevelopment agreement with SK Vernon, LLC for a Home2Suites by Hilton hotel with an estimated project cost of $16,500,000. Under the agreement the city may provide TIF assistance capped at 15% of project cost, not to exceed $1,980,000; reimbursement to the developer will be 70% of annual increment generated. The developer must begin within six months and complete construction within 18 months, and 10% of increment will be declared surplus and distributed to taxing bodies as agreed with the school districts.
Other business approved included renewal of membership in the Illinois Public Works Mutual Aid Network (ordinance), a resolution to participate in the Illinois Emergency Management mutual aid system (Resolution #2026‑07), a resolution requesting IDOT permission for a temporary closure of State Route 15 on July 4 for the Salute to Freedom celebration (Resolution #2026‑09), and an update to authorized employees allowed to purchase via state contracts (Resolution #2026‑10).
