Mount Vernon council awards demolition contracts, approves rezoning and commits to new ladder truck

The Mount Vernon City Council on Jan. 20 approved several procurement and land-use actions, including awarding demolition contracts, accepting a fire-engine repair quote, approving three rezoning ordinances and committing to purchase a new ladder truck from Sutphen Fire Apparatus.
City Manager Nathan McKenna presented bid results for demolition work and recommended awarding both the Late Fall Demolition Project and the Municipal West Building demolition to Heck's Excavating as the lowest bidders. "Staff recommendation is to award the bid to the lowest bidder, Heck’s Excavating," McKenna said. The Late Fall Demolition Project was awarded to Heck's Excavating for $62,500; the Municipal West Building demolition was awarded for $18,750. Council approved both motions unanimously.
McKenna also asked permission to seek bids for fireworks for a new three-year July 4 Salute to Freedom contract; council granted permission. He presented a Legacy Fire quote of $96,599.73 to replace the engine on firetruck #5131 after staff determined "the frame rails were in such bad condition that refurbishing the truck would’ve been cost prohibitive." Fire Chief Yenne said other apparatus coverage is expected while repairs proceed; council approved the engine replacement quote unanimously.
On land use, the council approved three rezoning ordinances recommended by Planning & Zoning: Ordinance #2026-01 rezoning 2611 Benton Road from B-2 to R-1 (petition: Elijah Francis); Ordinance #2026-02 rezoning 9867 N. IL Hwy 148 from A-G to R-1 (petition: Robby and Kristin Tate) tied to a subdivision approval; and Ordinance #2026-03 rezoning 2604 Veterans Memorial Drive from I-1 to R-3 (petition: Steve and Valerie Shields) for a proposed 20-unit apartment development by a residential developer called Eye Solutions. Each ordinance passed on a unanimous vote.
Council also approved Resolution #2026-02 updating the city's personnel policy to comply with state and federal law and passed Resolution #2026-03 accepting a proposal with Sutphen Fire Apparatus to purchase a new ladder truck; the Sutphen action commits the city to buy the truck once completed and does not require payment at the time of approval. All motions recorded unanimous support.
The meeting moved to executive session at 7:31 p.m. to discuss setting a price for sale or lease of city property under 5 ILCS 120/2(c)(6); the council reconvened at 7:48 p.m. and adjourned at 7:49 p.m.
