Mt. Vernon council approves $1.35 million in vouchers, janitorial contract with James Superior Cleaning

Council Member Donte Moore moved to approve the consolidated vouchers; Council Member Jay Tate seconded. The motion carried with yeas from Moore, Tate, Young and Mayor John Lewis; Council Member Joe Gliosci was absent.
City Manager Nathan McKenna presented Resolution #2026-01 to approve an agreement with James Superior Cleaning LLC. McKenna said the city received one proposal for janitorial services and noted that James Superior Cleaning LLC is owned by the sons of Jason James, the city's current janitorial service provider. The contract covers cleaning of City Hall, Public Works offices, the Tourism office and the Police Department. The monthly cost is $5,700, a $25 increase over the current monthly payment; staff recommended council approval.
Council Member Jay Tate moved to adopt the resolution; Council Member Donte Moore seconded. The resolution passed with yeas from Moore, Tate, Young and Lewis; Gliosci absent. The record identifies the action as Resolution #2026-01.
The council also approved the meeting journal for Dec. 15, 2025 by motion of Council Member Mike Young, seconded by Council Member Donte Moore, and later voted to reappoint Christopher Yenne, Police Chief Robert Brands and City Manager Nathan McKenna to the 911 Board by motion of Donte Moore, seconded by Jay Tate. All formal motions recorded in the minutes passed with the same four yeas and one absence.
