The Mount Vernon City Council on March 2 unanimously approved three ordinances to create the N 42nd Street Tax Increment Financing (TIF) District, city officials said.
City Manager Nathan McKenna presented the second readings and described the ordinances as the final steps to establish a residential TIF district and to approve the proposed use and development of the property. "This ordinance approves the proposed use and development of the property," McKenna said when presenting the plan. The council voted in favor of all three measures.
Ordinance #2026-09 approved the Tax Increment Redevelopment Plan and Project for the N 42nd Street TIF District. Ordinance #2026-10 designated the geographic area of the district. Ordinance #2026-11 adopted tax increment financing to formalize the property tax portion of the district. Each ordinance passed on a second reading by unanimous voice votes (Council Members Joe Gliosci, Donte Moore, Jay Tate, Mike Young, and Mayor John Lewis).
City officials said the property within the district is intended for residential redevelopment and that establishing the TIF is a step toward enabling planned development activities. The council did not record further detail in the meeting minutes about specific projects, developer agreements, or timelines tied to the TIF at this session.
The council’s approval completes the local legislative steps required by the city to establish the TIF; any implementation steps, incentives, or developer agreements would be addressed in subsequent actions or staff reports, according to McKenna’s presentation.
