Mount Vernon council approves 5% water-rate increase for regional customers

The Mount Vernon City Council voted unanimously Thursday to adopt a resolution approving a 5% water-rate increase for several wholesale customers served from Rend Lake.
City Manager Nathan McKenna presented the resolution at the special meeting at City Hall, saying the city must provide a 60-day notice by May 1 to the districts it supplies. McKenna said he spoke with the city's appointed representative to the Rend Lake Conservancy District, Nick Lemay, who indicated Rend Lake is implementing a multi-year rate schedule that raises rates 5% in each of the next three years; the council approved a 5% increase tied to that schedule.
The approval covers water rates for the Village of Belle Rive, Village of Bluford, the Dix-Kell Water Commission, Northeast Water Company, Village of Waltonville and the Village of Woodlawn. Council Member Joe Gliosci moved to adopt the resolution; Council Member Mike Young seconded. The motion passed on a 5-0 vote: Gliosci, Moore, Tate, Young and Mayor John Lewis. The measure was recorded as Resolution No. 2026-12.
The resolution implements the city’s required notice timeline: McKenna noted the deadline to provide a 60-day notice of any potential rate increase to the districts is May 1. The council did not take additional policy actions beyond approving the rate resolution.
After the vote the council declined to hold an executive session and adjourned the meeting at 4:04 p.m. following a motion by Council Member Jay Tate, seconded by Council Member Mike Young. City Clerk Becky Barbour signed the minutes.
