Mt. Vernon accepts $500,000 EPA brownfield grant; approves Terracon to run assessments

The Mt. Vernon City Council on Dec. 15 approved contracting with Terracon to implement work tied to a $500,000 EPA Brownfield Assessment grant. City Manager Nathan McKenna said the award will fund community involvement, site inventory and environmental assessments on properties that may be prioritized for redevelopment.
Under the approved proposal, Terracon will prepare a Brownfield Revitalization Plan following assessments, which the city said could include up to 16 Phase I and up to 8 Phase II assessments. Council approved Resolution #2025-48 to accept the Terracon proposal (motion by Donte Moore; second by Joe Gliosci).
The city did not specify the targeted parcels during the meeting; staff indicated a site inventory will be developed as part of the Terracon scope. The city clerk’s office will maintain information about the North 42nd Street TIF redevelopment plan and related public hearings, and the council scheduled a public hearing on that TIF prior to the Feb. 2 council meeting.
The action positions the city to evaluate potentially contaminated or underused properties for redevelopment using EPA resources and local planning.
