New Hope Agency describes three-step girls’ residential program; Wymore planning and zoning to review

Gertrude Makgabenyana of New Hope Agency, PC, attended the Oct. 15 Wymore City Council meeting to present plans for a proposed girls’ residential facility and to answer questions about operations and oversight.
Makgabenyana described a three-step program intended to help residents transition out of the facility and said she has met with the local school and the sheriff’s office to discuss coordination and safety. Wanda Wallman, who is purchasing the building proposed for the program, attended the meeting. Councilperson Neil Van Boening asked for a written plan because he said he is a visual person and wanted specifics in writing.
Fire Chief Mark Meints and Rescue Chief Shawna Argo raised hopes and concerns about how first responders would interact with the facility, including operational and safety considerations. City Attorney Andy Carothers explained that locating a group home in an R-2 residential zone will require planning and zoning review to determine land-use compatibility. The council directed staff to schedule a planning and zoning committee meeting in the first week of November to consider the proposal.
No formal action to approve the facility or change zoning was taken at the meeting; the discussion focused on information-sharing and scheduling the required P&Z review.
