Mt. Vernon council approves a slate of ordinances and resolutions including $30M bond

Vernon City Council approved a $30 million bond for capital projects including a new recreational center, adopted the 2026 tax levy of $2,880,100, and passed multiple rezoning and redevelopment resolutions. The council also approved a proposed solar PPA and an EPA brownfield funding contract.
The Mt. Vernon City Council on Dec. 15 approved a series of ordinances and resolutions covering capital financing, land use changes and redevelopment steps.
The council voted to adopt Ordinance #2025-35 authorizing the issuance of $30,000,000 in general obligation bonds to fund certain capital improvements, including construction of a new recreational center. The bond package carries a 15-year term with a five-year call provision. The council approved the ordinance on second reading (motion by Joe Gliosci; second by Donte Moore).
Councilors also approved Ordinance #2025-36, which reallocates proceeds from the 1% Home Rule Municipal Retailers and Service Occupation Tax by removing language that had limited use to the Public Utility Department and instead allowing the funds for 'expenses incurred for capital construction projects' generally (motion by Donte Moore; second by Joe Gliosci).
The council adopted the tax levy ordinance for fiscal year 2026 as Ordinance #2025-38. The levy amount remains at $2,880,100 from the prior year; City Manager Nathan McKenna said the city is awaiting a finalized audit to confirm pension contribution needs and will use the Pension Sales Tax Fund to cover any shortfall. Council suspended the rules and approved the ordinance on first reading (motion by Donte Moore; second by Mike Young).
Land‑use and redevelopment actions approved included: a subdivision preliminary and final plat and an associated rezoning for property petitioned by Troy J. Parrish that separates a 1.65-acre residential parcel from an 18.79-acre tract and rezones 10616 E. Freesia Road from A‑G to R‑1 (Ordinance #2025-37, motion by Mike Young; second by Donte Moore); a resolution to induce redevelopment within the IPCA TIF with Fritz Krampe Enterprises, LLC and Arena Mt. Vernon, LLC to pursue a trampoline‑park site (Resolution #2025-46, motion by Joe Gliosci; second by Donte Moore); and a resolution establishing a public hearing on the proposed North 42nd Street TIF (Resolution #2025-49, motion by Joe Gliosci; second by Mike Young). The North 42nd Street TIF public hearing will be held prior to the Feb. 2 council meeting and the redevelopment plan is available for public review in the city clerk’s office.
Other approvals included Resolution #2025-48 to engage Terracon for EPA-funded Brownfield Assessment services tied to a $500,000 EPA award (motion by Donte Moore; second by Joe Gliosci), and Resolution #2025-47 approving an agreement with KPH IL44, LLC regarding a solar power purchase arrangement to place a solar farm on about five acres at the wastewater treatment plant (motion by Donte Moore; second by Joe Gliosci).
The meeting concluded with mayoral and council remarks and adjournment at 7:36 p.m.
