Council to convene members to review public-hearing procedures after contentious meetings

"I don't think that we need to like write a rule to dictate every little movement... but we kind of have a responsibility for a portion of how the meeting is conducted," the chair said.
Councilmembers suggested concrete steps: a sign-in sheet on arrival with checkboxes to flag disabilities, caregivers or elderly attendees so those speakers can be prioritized; extra staff or an additional council presence behind the dais to help manage order and reduce stress on the presiding official; and clearer practices for handling entry and exit to protect quorum counts. Councilmember Land offered to be part of the effort to plan for the July 7 public comment session; others emphasized ADA access and logistical staffing needs.
