Woodbury County supervisors approve two property sales, launch zoning review for public-service garages and adopt debt-reimbursement intent

Woodbury County Board of Supervisors approved two county property sales, voted to initiate zoning changes for public service garages and adopted a resolution declaring the county's intent to issue debt reimbursement under Treasury regulation .150-2 during their meeting.
Chair Matthew opened the meeting by announcing that Mark and Melissa Nelson had a baby by emergency C-section and asked attendees to keep the family in their prayers. The board then approved the consent agenda, which included minutes from Aug. 19, 2025, claims, a liquor-license recommendation for the Woodbury County Fair and a memorandum of personnel transactions from human resources official Melissa Thomas.
On a motion to "initiate the consideration process" of amendments to the Woodbury County zoning ordinance, supervisors said they want to revise the land-use summary table (section 3.03.4) to classify "public service garage" as a conditional use in the agricultural preservation zoning district. Supervisor Bittinger said the change is "forward thinking" to allow the county to relocate or rebuild machine sheds for secondary roads as needed. Daniel Priestley said the zoning commission will hold a public hearing and deliver recommendations to the board.
The board opened and closed a public hearing on a direct sale of county property (parcel ending in 0018, listed for 419th Street, Correctionville). The board approved a direct sale to a buyer identified in the record as Robert G. for $19,199.
The board also approved a resolution presented by Ryan Ericson declaring an official intent under Treasury regulation .150-2 to issue debt that will reimburse the county for certain original expenditures paid in connection with specific projects. Ericson said the county typically pays expenses first and later issues debt to reimburse those outlays.
In a separate public hearing the board took bids for county property at 119 South Colon Street. After open bidding, Marcella Triber placed the winning bid of $1,000; the board moved and approved the sale and directed the buyer to see Heather Vanickle in the back for paperwork.
Supervisor Carver reported on recent committee meetings: the zoning committee revisited an LED billboard discussion, reviewed the proposed conditional-use change for public service garages and entered a letter about grain bins into the record. Carver also said the Community Action Agency added $34,472 to its LIHEAP program and discussed early childhood programs; he reminded supervisors of a Nov. 7 Suland sleepout event that may require staff participation.
During citizen concerns, Christopher Prush praised the board and encouraged more residents to attend meetings; Marcy Tilly raised safety concerns at the First and Hamilton intersection, asking the board to contact the city about traffic and school-time congestion. Chair Matthew said he would reach out to the city about the intersection.
Board members also noted grant activity: the board partnered with the Kritten Center on an Iowa Economic Development Grant for a teen center renovation that officials said was tentatively awarded around $600,000 (final amount not yet confirmed), and county staff applied for a grant to fund a new morgue cooler and related equipment estimated at roughly $125,000.
