City staff outline short-term safety fixes and 2030 target for Main Gallatin corridor

Adams Carroll, a project manager in the mayor’s office working on the Choose How You Move initiative, briefed BPAC on June 15 about two Main Gallatin efforts: a near-term maintenance and safety package and a longer-term, transformational all-access corridor.
Carroll said the short-term scope includes repaving two segments, pedestrian hybrid beacons at several crossings, school-zone improvements, quick-build striping and delineator curb extensions, additional signal and signage work, and targeted transit and lighting improvements. Design consultants are evaluating public feedback gathered at two April meetings; Carroll said revised plans were expected at the end of the month, internal QC and a public outreach round would follow, and the team aimed to finalize plans in August and move to construction and procurement in September with the goal of completing maintenance and some safety enhancements this year.
On the long-term project, Carroll said the all-access corridor will require utility, right-of-way and block-by-block design work; the current target for starting major construction is 2030. He acknowledged community frustration about timelines and apologized that expectations set in earlier visioning work had not been met to date.
Commissioners asked whether pedestrian hybrid beacons (PHBs) are sensible in short-term work given future corridor reconstruction; Carroll said above-ground PHB components are often reusable and that conduit and below-ground work will be considered so short-term improvements return value while remaining compatible with future reconstruction.
