The commission reported 11 survey responses (6 adults and 5 under 18) and emphasized community support.
Presenters Lily Crim and Kaylee Beay outlined desired features including an arcade/commercial kitchen, quiet study areas, open gym, and programming for life skills and mental-health supports. Councilors praised the presentation and discussed next steps, including the possibility of a broader master plan for the surrounding grounds at a later date.
Counselor Roundree moved to hand responsibility for the PAR club to the city manager and the department head overseeing the program, with direction to involve library and community center staff in planning and operations. The motion passed unanimously by voice vote. Several councilors said they preferred to avoid micromanaging program details and to allow the city manager and department staff to implement community-driven programming.
Next steps: staff will coordinate with the Youth Advisory Commission, library and community center staff to produce an implementation plan and report back to council.
