Human Services director: county to contract with 'Roe Minnesota Staff' for Next Gen employment supports

Tabitha, the county’s Human Services Director, told commissioners Douglas County previously was awarded a Next Gen Grant from the Department of Children, Youth and Families to support employment services for non‑custodial parents. The board approved the contract with the provider named in the packet, "Roe Minnesota Staff," and granted signatory authority so staff can execute the agreement.
Tabitha said the contract sets a short term (through Sept. 29) because the state grant and related provider arrangements align to the child‑support fiscal year that begins Oct. 1; reimbursement to the provider will be based on individualized, tiered services delivered after referrals from the county’s child‑support team. She said the county has used the provider on other contracts and is processing the procurement now; if a renewed contract is ready by Oct. 1 the county will bring it forward then.
On staffing impacts, Tabitha said paid‑family‑leave absences have been a challenge and that the department pursued creative internal management and hiring flexibility but still faces future staffing transitions. The board approved the contract and associated signatory authority by motion.
