Council approves residential land sale, Valco amendment and a string of administrative votes

City Attorney Joshua (read into the record) explained the Valco amendment is a limited change to extend the closing deadline and to require a development investment commitment so the city can repurchase the land at the sale price if the buyer fails to spend the agreed‑upon development funds. ‘‘They have to spend a million dollars towards development of the property … within 12 months of closing. If they don't do that, then the city has a right to repurchase the property at the sales price,’’ the attorney told council.
On Ordinance 745‑25 (residential sale near Whispering Sands/Sand Hill Road), the attorney summarized that the sale is at appraised value and includes a repurchase right if development does not move forward. The council adopted the ordinance by voice vote with a 6–1 tally in favor.
Other administrative business: The council moved and approved the recommendation to appoint Sha Brown to the Airport Advisory Board with a term ending June 30, 2028. After an executive session, council approved an amendment to the Republic Services contract and unanimously authorized the mayor to proceed as discussed on city manager applicants.
What happens next: The Valco amendment and Ordinance 745‑25 place repurchase and investment protections into the sale documents; if buyers fail to meet the specified development requirements, the city retains repurchase rights. The airport appointment will be finalized per the city's appointment process and Republic Services will proceed under the newly amended contract.
